They need to see your test result before they can provide the estimate to you and only perform the job if the asbestos is no more than 3%.
Another painter of mine Anthony Stafford, (510)427-0089 also did popcorn removal for my clients before.
To do the test, you can take a scoop of sample popcorn and send it to the lab. The lab that other clients of mine used is in Hayward, the charge is $35. They normally provide the results in less than 3 hours.
